Job summary/Role description

The Project relates to the implementation on an EPC lump-sum basis of the New Units of Modernization and Reconstruction works for the Heydar Aliyev Baku Oil Refinery in Azerbaijan.

Waste Management Administration/Environmental Engineer, HSE verifies and ensures that all Field activities are performed according to the Company  HSE Policy, the regulations, standards and procedures, promoting all preventive and corrective action as required.

 

 

Duties and responsibilities

  • Perform the Job Hazardous Analysis (JHA) and participate to the Job Safety Analysis (JSA);
  • Verify the adequacy and application of the Site HSE Plan and all related procedures, to the preparing any revisions;
  • To organize and participate to all relevant site HSE Meetings, prepare the relevant MOM;
  • Co-operate with the Client concerning the issue of any necessary work permits;
  • Organize in case of work accidents a full investigation of the event, finalized to the identification of corrective measure to avoid reoccurrence;
  • Lead and coordinate the activities off the Site HSE Committee (composed by all Contractor and Subcontractors HSE Representative);
  • Prepare the HSE section of the construction monthly progress report and other periodical reports;
  • Prepare and update the Site HSE Statistics, verify the performance versus the Project and corporate HSE Objective, Targets and performance indicators; propose a recovery plan in case of mismatch. 
  • Calculate payments for environmental emissions from the activities of the company.
  • Investigate and prevent of the Environmental Incident
  • Participate in the inspections of the workplace to ensure compliance with environmental standards and regulations.
  • Manage environmental documentation (environmental permits, a passport of hazardous waste, reports etc.)
  • Analysis of environmental protection activities performance. Conducting Environmental audits of Subcontractors, preparation of external audits and tracking over timely delivery of actions defined in Improvement orders.
  • West Management- control subcontractor’s companies for waste management on construction sites. Control disposal all types of waste from a construction site in time. Waste management document control (acts of waste transportation, monthly, quarter and annual waste reports)

 

 

Person Specification

Knowledge & Qualifications

  • University Degree or Diploma in Civil discipline or equivalent.

Experience

  • Relevant experience in oil & gas /industrial sector/ EPC projects large refinery plants;
  • Three to five (3 to 5) years of previous work experiences as HSE Engineer and dealing with local standards;
  • Relevant Certification of local Industrial Safety for engineers/specialists;
  • Experience working on Contractor side.

  • Fluent English;
  • Excellent IT and analytical skills;
  • Attention to detail, excellent communications skills;
  • Strong interpersonal, team-oriented skills, self-motivation and direction, with strong bias toward timely performance and problem resolution.
