Job Summary/Role description

The Project relates to the implementation on an EPC lump-sum basis of the New Units of Modernization and Reconstruction works for the Heydar Aliyev Baku Oil Refinery in Azerbaijan

Loto Coordinator, HSE verifies and ensures that all Field activities are performed according to the Company  HSE Policy, the regulations, standards, and procedures, promoting all preventive and corrective action as required.



Duties and responsibilities

  • Develops a series of controls and documentation based on procedure to mitigate hazards which include:
  • Shutting down equipment
  • Isolation from all energy sources
  • Preventing the release of potentially hazardous energy while work activities are being performed
  • Interacts and reports to HSE Manager / Construction Manager
  • Utilizes contract documents and drawings to identify the energy sources for the assets to be locked and tagged out
  • Visits the work areas of the facility to locate the assets
  • Gathers appropriate information for locking out and tagging out the asset
  • Writes lockout / Tagout practice or procedure for the asset
  • Identifies lockout points using the electrical single line and three-line diagrams
  • Identifies lockout points using the mechanical & plumbing drawings
  • Identifies lockout points using power distribution panel drawings and legend
  • Identifies lockout points using the P&IDs
  • Identifies lockout/tag-out procedures for project equipment and systems
  • Writes the LOTO updates on procedure using the Contractor’s template format



Person Specification

Knowledge & Qualifications

  • University Degree or Diploma in a relevant Engineering discipline or equivalent
  • Certification in Energy isolation Electrical; Energy isolation Process/Mechanical, and/or LOTO


  • 5 to 10 years of experience with construction sites with mechanical, electrical and plumbing installation and lockout/tag-out procedures:
  • Possesses familiarity with OSHA construction regulations and lockout requirements;
  • Good understanding of mechanical, electrical and plumbing drawings;
  • Similar role covered in last three projects, of comparable size;
  • Experience working on Contractor side.

  • Fluent English;
  • Excellent planning and analytical skills;
  • Reading and understanding P&IDs;
  • Attention to detail, excellent communications skills;
  • Strong interpersonal, team-oriented skills, self-motivation, and direction, with a strong bias toward timely performance and problem resolution.
